Current Plans and Ordinances


Over time, the County has developed a number of plans that guide decisions and decision-makers in their duties. Most importantly, through a broad public outreach and visioning effort, the County has recently undertaken and approved a Comprehensive Plan update - Pender 2.0. This document contains a vast trove of planning and policy recommendations that will inform the current UDO update process. A full online list of Pender County's adopted plans and ordinances can be found here as well.

The UDO Assessment Report for this update process is now available (click here!). This document provides a general production schedule and inventory of changes, and will help guide the changes that will be made to the UDO. Please note that no changes will be final, enforceable, or actionable until they are reviewed and approved by the County Board of Commissioners, according to the tentative schedule set in the UDO Assessment Report.

A series of three stakeholder meetings were held on February 21, 2019 in Hampstead and Wilmington. These meetings involved representatives members of the development community that work in Pender County and surrounding areas. A copy of the presentations given at those meetings as well as the input received are posted below. Please note that the Coastal Residential zoning district standards have been modified in response to the input received. Other input received has also been incorporated into the overall UDO update process. Some of this information is captured in the boards and presentation that formed the bulk of the Public Meeting #1, which was held on March 21, 2019 at the County offices in Burgaw.


A public open house meeting was held on March 21st, 2019 at the County Offices in Burgaw. Input was gathered from participants to get their take on ways that the UDO could be improved.
